Parliamentary committee effectiveness is a contested and difficult concept to define and measure. Various measurement strategies, frameworks, and models have been developed across different jurisdictions. Most focus on a narrow range of outputs and outcomes, particularly the extent to which Governments accept and implement committee report recommendations. However, all approaches are subject to varying degrees of subjectivity, imprecision, and comparability challenges. While quantitative analysis can identify relationships and patterns, establishing causation remains considerably more difficult. This study provides a quantitative assessment of Oireachtas committee activity during the 33rd Dáil. Adopting the view that committee effectiveness is multidimensional, it evaluates four sets of complementary input, output and outcome metrics relating to meeting utilisation, activity and reporting, member participation, and media visibility. The strengths, limitations and interrelationships of each metric set are examined using comparative empirical data. Combining these dimensions, the study develops a Composite Performance Framework to facilitate comparative assessment across the committee system. The findings demonstrate that committee rankings vary significantly depending on the metric selected and the assumptions applied. While no single measure provides a definitive assessment of effectiveness, the results show that combining multiple metrics can provide a structured and meaningful basis for evaluating committee performance, which may contribute to assessments of committee effectiveness. The study concludes that considerable caution should be exercised when interpreting individual metrics or rankings in isolation, particularly where they may inform significant structural, administrative, or operational decisions within parliamentary committee systems.en
