Abstract
The interaction between international water law and EU water law is intense, complex, and bidirectional. International water law had a profound influence on the early development of EU water law, and the drafters of EU environmental rules recognized the need to learn from earlier transboundary water cooperation while maintaining legal coherence. However, as EU water law grew in sophistication and became more holistically ecosystem-focused, it came to shape international water law in later years. It is important, therefore, to establish the degree of normative coherence between the two and to understand how they reinforce each other.
