Abstract
In the year 2004 the European Commission created the Europe Direct Information Relays, an official European information structure instituted across the European Union.
It used an innovative architecture to do so, by resorting to a circular model of communication as its intellectual inspiration. This was the first attempt of the European institutions to design a two-way communication outlet with the European citizens.
This research examines the extent to which the establishment of the Europe Direct Information Relays by the European Commission fit the Circular Model of Communication of Osgood and Schramm (Schramm, 1954). Additionally, it investigates whether the European Commission adhered to a textbook application of such framework or instead used a proxy model to this one.
Located at the intersection of information and communication, and European politics, this research is likely the first attempt to explore the interplay between the adoption of an academic theory in the field of communication and its practical implementation by a European institution.
Resorting to both qualitative and quantitative research methods, this work dispels the puzzle of the Europe Direct Information Relays. By doing so, it advances understanding in this field of knowledge and offers clues for potentially larger research agendas ahead in this area.
